This practice is probably legal under some loophole but is clearly a violation of the intent of the funding legislation. This bill properly closes this particular loophole. If the IRS needs more funding, let the budget process provide it (or not) through normal Congressional process. The same should be true for all federal funding in all Branches.

Summary

Prohibits the IRS from hiring private debt collectors to collect unpaid taxes.

Background

The IRS was forced to hire outside contractors last year because they lack funds to allocate personnel to collect the back taxes owed. The National Taxpayer Advocate recommended that this practice be stopped because 1) The privacy of the tax information 2) The potiental for commissioned collectors to harrass citizens and 3) IRS employees, if allocated to the task, could collect the debts at lower cost than private collectors./1/
