The original bill by Congressman Rangel, was proposed to provide tax relief for military personnel.  However, in response to the ongoing crisis of bank failures, the Speaker decided to use the bill as a vehicle for the Emergency Economic Stabilization Act.  The bill provides $700 billion in financial relief to ailing banks.
