This returns us to decriminalization while we work up the public support to roll Intellectual Property rights back to incentives for innovators from guaranteeing monopoly revenues to Capital that had little or nothing to do with the actual innovation.

Summary
This bill allows the circumvention of digital rights management (DRM) restrictions for 12 specific purposes, including news reporting, research, commentary, and criticism. This bill also limits statutory damages for secondary liability for copyright violations for sellers of software tools and devices.This bill's official title is the Freedom and Innovation Revitalizing U.S. Entrepreneurship Act of 2007 and it has been branded the FAIR USE Act. .
Background
The 1998 DCMA legislation severely restricted the ability of consumers to exercise "fair use" on digital media.Political Context
Unlike previous versions of this legislation, H.R. 1201 (110) does not contain provisions which allow a fair use defense to the act of circumvention. The EFF supports this bill./2/ The Consumer Electronics Association supports this bill.(PR)The RIAA opposes it. /3/
