Summary

This bill directs the FDA to ensure tobacco products are not advertised to minors and that tobacco products are empirically proven to be safer before they can be marketed as safer./1/ It limits the FDA's authority to ban nicotine or influence sales to adults./3/

Political Context

Previous language authorizing the FDA to regulate cigarettes has not passed congress./1/ PRWatch speculates that this bill is supported by the Tobacco companies./3/
